Brown the ground beef along with the chopped onion, diced bell pepper, paprika, parsley, salt, and pepper in a large skillet over medium-high heat until fully cooked.
Lightly grease or spray a 9-inch pie dish with cooking spray. Transfer the meat mixture into the dish and sprinkle the shredded cheddar evenly over the meat.
Whisk together the Bisquick, milk, and eggs in a bowl until mostly smooth (a few small lumps are fine), then pour the mixture evenly over the meat and cheese.
Bake for 30 minutes or until a toothpick inserted in the middle comes out clean. If the pie starts to brown too quickly, cover it loosely with foil. Let stand for 10 minutes before slicing to allow the pie to set.
