Make the garlic butter: combine the melted butter, garlic powder, onion powder, and minced garlic in a shallow dish.
Make the breading: combine the Panko breadcrumbs, grated cheddar, and grated Parmesan in a second shallow dish.
Season the chicken with salt and pepper and dip it in the garlic butter to cover both sides, then into the breadcrumbs and coat on both sides. Transfer to a baking sheet lined with a silicone mat or parchment paper, and bake for 30-35 minutes or until fully cooked.
