Brown the ground beef with the diced onions and minced garlic in a large pot over medium-high heat.
Add the spices, and cook until fragrant. Pour in the tomato sauce, tomato paste, diced tomatoes (with juice), and chopped jalapenos. Season with salt and pepper to taste.
Bring to a boil, reduce the heat and simmer for 30 minutes.
To thicken, dissolve the masa harina in ¼ cup of water and slowly add it to the simmering chili. Cook until thickened.
Lastly, add the kidney and pinto beans, and cook for 5 more minutes.
Serve hot with your favorite toppings!
